From Kagoshima-Chuo Station, take the JR Ibusuki-no-Tamatebako limited express or a regular train to Ibusuki Station, a trip of roughly 1 hour. From Ibusuki Station, Saraku Sand Bath Hall is about a 15 to 20 minute walk or a short local bus ride.
